I am directed to inform you that your letter lo.66 Railway of the 24th. of February addressed to Mr. Winslow has been

considered by this Government.

The Chinese Customs are granted the privilege of

examining goods and collecting dues in Kowloon, and when that

arrangement was made no question was raised as to the Railway

Administration making any payment to the Customs Staff for their

work. The working agreement in fact provides in Schedule D that

and storage "office and godown accomodation for the examination of goods

carried by the Canton-Kowloon Railway and for payment of duties *thereon will be provided at reasonable rents by the Hongkong

"Government at Kowloon." See also Article XIII of the draft Anglo- -Chinese Custome Convention of Hongkong. For the purpose of making

the examination of goods in transit accommodation is for the

present provided free of charge.

I am to point out that at Tsingtau the Customs

Officials are accorded similar privileges, and that no dues are

paid for the work of Customs Officials which includes an examina-

-tion by night of outward goods.

A.

In view of the above facts, I am to inform you

that this Government is unable to accept your proposals for the

payment of fees for extra work performed by the Customs Staff.
